In a small bowl, combine flour and salt. Pound into cuts of meat on both sides. Do not discard remaining flour.
Heat olive oil over medium high heat. Sear meat 30 seconds-1minute per side. Transfer meat to a shallow baking dish.
Add remaining flour to skillet with meat drippings and stir with a wooden spoon. Add stewed tomatoes, celery, carrots, garlic, and Worcestershire sauce to skillet and combine. Bring to a boil and remove from heat.
Pour over meat. Cover baking dish with foil and bake for 2 hours.
Top with cheddar cheese and return to oven for 2 minutes.
